　　1、政治条件

　　热爱祖国，热爱中国共产党，热爱社会主义，思想品德优良，在实际工作和学习中表现突出，积极为社会主义现代化建设服务。

　　2、业务条件

　　(1)高级访问学者：主要是高等学校、科研院(所)及大中型骨干企业的重点学科、重点实验室、重点科研项目的学术带头人或技术骨干及列入带头人梯队的后备人员;或目前参与国家、部门、地方重点科技攻关、重点学科、重点实验室建设和重点工程项目建设，并确有需要到国外进行高层研究的人员。申请人须具有高级专业技术职称。其中具有正高级专业技术职称者年龄不超过55岁，具有副高级职称者年龄不超过45岁。申请者应具有相当的学术、科研、技术等成果，或在教学、科研、管理和生产建设中做出突出成绩(如近期获得省、部级以上科研、技术攻关成果奖，有突出的科研技术成果和高水平的专著，或在国内外一级刊物上发表有较大影响的学术论文，或有重大的科技发明创造，或在生产、管理中有突出的`工作业绩等)者，将优先予以选拔。

　　(2)访问学者1类：申请者应为在本人所从事的学科领域内有较深入的研究，并取得一定成果的教学、科研、技术、管理人员，并且已经获得博士学位或具有高级专业技术职称。申请者年龄一般应在45岁以下。

　　(3)访问学者2类：申请人应该为在实际工作中做出成绩、确实有必要出国培养的教学、科研、技术、管理人员以及从事非通用语种学习、地区问题或某些特定专业研究的人员。申请人应具有大学以上学历，并且毕业后至少已经工作两年以上。年龄一般应在45岁以下。

　　3、外语条件

　　以上各类公派出国留学申请人员都应能掌握相应国家的语言文字，能够比较熟练地运用外文阅读专业书刊，并具有一定的听、说、读、写能力，经过短期培训即能用外语进行有关学科的学术交流。出国大学生和研究生的外语必须达到能听课的水平。进修人员和访问学者必须参加国家教委组织的出国留学人员外语水平考试(EPT)并达到国家规定的分数线，或同一语种外语专业本科毕业，或曾在同一语言国家留学一年以上。

　　4、健康条件

　　各类公派出国留学人员的健康状况，必须符合出国留学的规定标准，必须经过省、市一级医院检查并得到健康合格证明书(证书有效期为1年)。

　　凡符合上述规定的中国公民，均可提出申请。

　　国家公费出国留学人员必须履行按期回国服务的义务，并与国家留学基金管理委员会签定《资助出国留学协议书》。该协议书由选派单位和公派出国留学人员双方签字，并经公证机关公证后生效。《资助出国留学协议书》的内容，包括国家和单位对公派出国留学人员规定的留学目标、内容、期限、回国服务的要求，向留学人员提供经费的规定，以及派出单位和出国留学人员双方的其它权利、义务和责任等。如留学人员不按协议规定履行回国服务的义务，则应偿还出国留学期间的全部费用。
